You have a state OBC certificate, and still UPSC or SSC did not count you as OBC. That is what people mean when they say the form was cut. The exam does not have to be cancelled. The OBC claim is cut. The name moves to general, or verification stops.
The reason is not the colour of the paper. The state list and the central list are separate. A state paper runs in a state job. For a central job the paper should say the central list.
Two lists, two papers
The National Commission for Backward Classes keeps the central list, by state. The state department keeps the state list. A caste on the MP list does not become OBC in UP. If the name is on the state list and not on the central list, the state quota can apply. It will not apply in UPSC, SSC and a central recruitment.
The reverse also happens. The name is on the central list, and the paper only says state OBC. The caste is right, the line is wrong. Verification reads the line.

What the paper should say
On 30 May 2014 DoPT sent an OBC paper format, letter 36036/2/2013-Estt.(Res). On 13 April 2023 it told states to issue the paper in the prescribed format, and a scheduled language is allowed. For a UPSC form the line that is read is this: the caste is on the central government’s OBC list for that state, and the person is not in the creamy layer.
If the paper only says state OBC, and the central-list line is missing, a central board can cut the claim. This is not one rule for every board. Read the notice of that exam. If the notice names a form, ask for that form.
When it is cut
The claim is cut in five places. The caste is only on the state list. The caste is on the central list, and the paper is the state form. The paper does not say the central list. The NCL is from an old financial year. The creamy-layer check came out different from that notice.
NCL is the income paper. The limit is 8 lakh, since 13 September 2017. 15 lakh is a demand, not a notice. On 11 March 2026 the Supreme Court said a parent’s salary alone does not decide creamy layer. The rank of the post also has to be read. That is a judgment. A counter can still ask for the old chart. Keep both copies.
What to do
Before the form, open your state on ncbc.nic.in. Match the spelling. If it is missing, do not write the central quota. If it is there, ask the tehsil for the central-form NCL. The paper should have both the central list and the state name. The year should be written. If the year is missing, do not keep the slip.
For a state job, the state paper can run. For a central job, the state paper does not run by itself. EWS does not run with it. EWS is for people who get no other quota. Do not fill OBC and EWS together.

Keep the counter slip and copies of both papers in one envelope. An agent’s rate is not a notice. Do not send money. A forwarded list is not the government list.
On verification day take both papers. The state one and the central one. One envelope. The copy and the original. If the original is missing, show the slip. The slip should have a date. If the date is missing, treat the paper as incomplete. The kitchen search is not tied to this form.
What to say at the counter
Say this. The form is for a central job. The paper should carry both the central government’s OBC list and the state name. Keep the old state-only OBC paper in a separate envelope. That is for a state job. Do not attach it to the central form.
Ask the tehsil for the form name. Take a copy of the DoPT form with you. Have the name written as the NCBC spelling. Yadav and Ahir can be one entry. Write the word that is on the list. One letter off, and verification can stick.
Get the NCL in the year you are filling the form. A February paper can be old in April. The financial year ends on 31 March. After 1 April, take a new paper. This is not one rule for every state. Read that exam’s PDF. If the PDF has no date, ask the board.
An SC or ST paper is not an OBC paper. One paper can run in both places for them. Not for OBC. The state and the Centre have different forms. Check the portal. Keep the PDF. A forward’s date is not the notice date. The counter slip should have the year. Do not send money. This page does not make the paper.
An OBC column in the census does not change this paper. The column counts population. The list changes by a notice. Check whether the name is on today’s PDF. An old photo is not new validity. A group copy is not a claim.
Advice:
The plain point is this. A cut form does not mean the exam is cancelled. The OBC claim is cut. A state paper runs in a state job. For UPSC and SSC the paper should say the central list. If it does not, the claim can be cut. Match the name on NCBC. NCL is separate. EWS does not run with it. Read that exam’s notice. Do not send money.
