What did Rahul Gandhi write to Mohan Yadav on OBC

Rahul Gandhi wrote to Chief Minister Mohan Yadav on 22 September 2026. There were two demands. Implement 27 percent OBC reservation, and issue appointment letters to candidates selected for the 13 percent posts held under 87:13. The letter says those candidates have been waiting since 2022, after the exam and the selection. This is a demand. Not a department appointment order. OBC means Other Backward Classes.

4.87 lakh was not in the reports of this letter. That number is a claim about held recruitment over eight years. Do not fold the two into one sentence.

What is in the letter

IANS and hi INDiA wrote the date of 22 September. Rahul Gandhi is Leader of the Opposition in the Lok Sabha. The letter said 13 percent of posts tied to OBC reservation are on hold under the 87:13 system. Candidates passed the exam and finished the papers, and still did not get a letter. He asked Mohan Yadav to step in and resolve it early. Asking for a fix is not the fix happening.

27 percent was raised from 14 in 2019, in the Kamal Nath government. Total reservation went past 50. The case went to court. After that the state adopted 87:13. Appointments moving on 87 percent, the extra quota on hold at 13. The General Administration Department circular is reported as 29 September 2022. The letter says a wait since 2022. The circular is also of 2022. Every post on hold for eight years is not the letter’s line.

Data poster on the 22 September letter. A demand, not an order.
4.87 lakh was not in the reports of this letter.

Where 4.87 lakh came from

4.87 lakh came up in a fact-check after Rahul Gandhi’s student event in Indore. Newstrack wrote that 87:13 had not been running for eight years. The circular is of September 2022. So do not write 4.87 lakh as the letter’s number. It is not in the reports of the letter. It is a claim. Not a recruitment list. Do not look for your roll number inside that number.

Vishwas Sarang’s reply of 24 September 2026 is a news report. Not an appointment order. A reply arriving does not issue a letter. A letter comes on a department order.

The letter and the portal

A photo of the letter is not a cutoff. Match the roll number on MPPSC or that recruitment’s portal. If the status is hold, the letter has not come. The 87 list is moving. The 13 provisional list is on hold. Both can be on one page. One letter does not open the other. If the PDF says 14, that recruitment is running at 14. If it says 27, that line is 27. If it only says OBC, do not treat 27 as in force.

On 19 February 2026 the Supreme Court sent the case back to the High Court. On 6 August 2026 Dainik Bhaskar wrote that the verdict was reserved. Reserved is not a win. The order is not printed. The letter is not a court order.

The column story is separate

A separate OBC column in the census is a national demand. The letter is a demand about recruitment in Madhya Pradesh. A column being added will not open the held posts. The Khunti dharna and Chalo Delhi on 1 November are column programmes. A Kunbi certificate is a Maharashtra paper. The three do not turn this letter into an appointment letter.

51 percent is an affidavit, not a census. The Centre’s 27 and the state’s 27 are not one rule. The EWS 10 is not OBC. The creamy layer at 8 lakh is not this recruitment’s cutoff. Check the list for whether the name is on the state list.

Pages in the same line: the 13 percent hold result, the 87:13 formula, Vishwas Sarang’s reply and the appointment letter.

The numbers here are the numbers in the reports. Letter of 22 September 2026. Demands of 27 and the 13 percent hold. A wait since 2022. Circular of 29 September 2022. 4.87 lakh is not in the letter. Remand on 19 February 2026. Reserved on 6 August 2026. No letter count.

Keep the counter slip and the letter report in one file. If a group quotes a rate for a letter, do not send money. This page does not sell a ticket. A forward’s date is not the notice date. Check the portal. Change the line when the order is printed.

The department issues the joining letter. A photo of the letter is not a joining. Keep both papers together. Do not call one a letter without the other. A march in yellow scarves does not open the portal. A group admin’s message is not the chief minister’s order. Check the name on the list.

A hold result and a final merit list are not one. A name can be on the merit list and the 13 line can still be on hold. Treat the hold as lifted only when the notice arrives as a PDF on the site.

The gap between a demand and an order

The letter is a demand from the Leader of the Opposition. The chief minister’s reply has not become an appointment order in these reports. Even if a reply comes, it can be news. Treat it as a letter only when the PDF is on the department site. If a counselling date is in a newspaper and not on the portal, take the portal. In 100 posts, 87 moving and 13 on hold, that is the formula. The letter does not change this split.

Do not match an old result to the new letter. Open the portal of the exam your roll number belongs to. The 2019 notice does not paste itself on every old exam. A name on the provisional list is not a joining. Medical and document verification can still be pending. Call it a letter only when all three are done.

Advice:

The plain point is this. On 22 September 2026 Rahul Gandhi wrote to Mohan Yadav. The demand is to implement 27 and to give letters on the 13 hold. This is not an order. 4.87 lakh was not in this letter. The circular is of 2022, not a full eight-year hold. Match the roll number on your portal. If it is on hold, do not treat it as a letter. Do not send money.
