The 87:13 formula is the recruitment path in Madhya Pradesh. Appointments moved on 87 percent of posts. The 13 percent tied to the extra OBC quota stayed on hold until a verdict. Hold does not mean cancelled. OBC means Other Backward Classes. On that 13 percent, separate provisional lists of OBC and unreserved candidates were made, so a letter could come after an order. This is the position on 3 October 2026.
87 and 13 add to 100. Inside the 27, 14 is the old share and 13 is the extra share. The extra share is on hold. The old 14 was not cancelled by itself.
This path is from 2022
In 2019 the state raised the OBC quota from 14 to 27. Total reservation went past 50. The case went to court. The General Administration Department circular is reported as 29 September 2022. That date is in the Newstrack fact-check. So the line that every post has been on hold for eight years is wrong. This formula was not running before the circular. That is the question raised on Rahul Gandhi’s 4.87 lakh claim. 4.87 lakh is an eight-year claim. The circular date is 2022. Do not make the two one number.
The fact-check line is that the High Court looked at this arrangement in January 2025. On 19 February 2026 the Supreme Court sent the case back to the High Court. On 6 August 2026 Dainik Bhaskar wrote that the verdict was reserved. Reserved is not a win or a loss. The order is not printed yet.

13 percent stopped, not the whole recruitment
The formula does not mean recruitment stopped. Appointments could move on 87 percent of posts. The 13 percent tied to the disputed extra quota stayed on hold. The provisional list was made so a letter could come after an order. A name on the list is not a letter. A letter comes on a department order.
On 22 September 2026 Rahul Gandhi wrote to Mohan Yadav. He wrote that candidates have been waiting since 2022, and 13 percent of posts are on hold under 87:13. That is a demand. Not an appointment order. 4.87 lakh was not in the reports of that letter. Vishwas Sarang’s reply of 24 September is a news report, not an order issuing letters.
A simple example
There are 100 posts. Appointments are moving on 87. 13 are on hold. If your roll is on the 87 list, the path to a letter is a department order. If it is on the 13 provisional list, it is on hold. Hold does not mean the name is cut. Open the advertisement. Whatever percent is written there for OBC, 14 or 27, that is what to take. Do not take a WhatsApp table.
51 percent is an affidavit, not a census table. There is no separate OBC column in the census. A column being added will not open this hold by itself. The Khunti dharna and Chalo Delhi on 1 November are column programmes. Madhya Pradesh recruitment will not open from them.
How to read the paper
Match the roll number on the portal of that recruitment. If the status is hold, the letter has not come. Keep a print of the provisional list. If the status changes, the old copy is useful. If a group quotes a rate for a letter, do not send money. This page does not sell a ticket. The creamy layer at 8 lakh is not this cutoff. The non-creamy-layer certificate comes from the state.
Pages in the same line: is 27 in force, the 13 percent hold result, 27 percent in Madhya Pradesh and how much at the Centre.
The numbers here are the numbers in the reports. 87 and 13. 14 to 27, notice of 2019. Circular of 29 September 2022. High Court in January 2025. Remand on 19 February 2026. Reserved on 6 August 2026. 4.87 lakh is a claim. No letter count.
Keep the advertisement PDF. The 13 list and the 87 list can be on one page. Read the two statuses apart. One letter does not open the other. The Centre’s 27 and the state’s 27 are not one rule. The EWS 10 is not OBC. Check the list for whether the name is on the state list. The verdict is reserved, so do not share a win poster. Change the line when the order is printed.
The two lists are separate
The 87 list is the recruitment that is moving. The 13 provisional list is on hold. One roll number on both is not usual. If it is, read the status apart. A letter on the 87 does not mean the 13 has opened. A name on the 13 does not mean the result is cancelled. The MPPSC hold result is a separate page. There too, hold was not written as cancelled.
The 2019 notice does not paste itself on every old exam. Read the PDF of the year of the advertisement. If the PDF says 14, that recruitment is running at 14. If the PDF says 27, that recruitment’s line is 27. If it only says OBC, with no percent, do not treat 27 as in force. Treat a counselling date as real only when the department writes it.
The census column counts population. 87:13 is a quota arrangement. A column being added will not turn the provisional list into a letter. A Kunbi certificate is a Maharashtra paper. The Bengal window is separate. Do not make the three one forward. A march in yellow scarves does not open this letter.
Advice:
The plain point is this. 87:13 is the recruitment path in Madhya Pradesh. 87 percent of posts are moving. 13 percent of the extra OBC quota is on hold. Hold is not cancelled. The circular is of 29 September 2022, so do not take it that everything has been on hold for eight years. A provisional list is not a letter. Match the roll number on your portal. The letter will come when an order comes. A WhatsApp table is not an order. Do not send money.
