If Madhya Pradesh counts OBC reservation at 27 percent, the sum on paper crosses the general 50 percent ceiling. Scheduled Castes are at 16 and Scheduled Tribes at 20. Add 27 and the total is 63. Add the 10 percent for economically weaker sections and it is 73. That is arithmetic, not a judgment. Indra Sawhney, 1992, set a general ceiling of 50 and left a narrow door for extraordinary cases. The Madhya Pradesh case is standing at that door. A final order is not out.
The 51 percent figure is an affidavit, not a census table
On 23 September 2025 the state filed an affidavit in the Supreme Court. It put the OBC population above 51 percent and cited a 2022 OBC commission report. The 2011 census printed Scheduled Castes at 15.6 and Scheduled Tribes at 21.1 percent. It did not publish a separate OBC count. Do not treat 51 percent as the result of a new caste census. It is the state’s claim. One report on the same affidavit put the OBC share above 48 percent. Two news lines are not one table.
Raising the quota to 27 does not mean the ceiling has been broken
In 2019 the OBC share was raised from 14 to 27. Petitions followed. Reports say the increase was stayed, and recruitment moved on the 87:13 path. Appointments went ahead on 87 percent of posts. The sum does not print on a roll number
For someone who has already sat the exam, 73 is not a slogan. It is the wait. In a letter dated 22 September 2026, Rahul Gandhi asked for appointment letters on the held posts. A letter is a demand. Advice:
Whether the total has crossed 50 is a question for the order or the department notification. Do not forward the sum of 73 as a judgment. Do not treat 51 percent as a census table you can download. A name on the hold list is not an appointment letter. Match the roll number on the same portal that carries the result.
