What is the 27 percent OBC reservation in Madhya Pradesh

The notice for 27 percent OBC reservation in Madhya Pradesh is from 2019. OBC means Other Backward Classes. Before 2019 the share was 14 percent. The Kamal Nath government raised it to 27 in jobs and education. Cases followed. Recruitment is not running fully at 27. Appointments moved on 87 percent of posts. The other 13 percent is on hold. Hold does not mean cancelled. It also does not mean 27 is already on every advertisement.

This is the position on 3 October 2026. Dates and quotes are from newspapers and fact-check reports. A final court order is a separate document.

What 87:13 is

Recruitment began to stall, and this path came in 2022. Fact-check reports put the general-administration circular at 29 September 2022. That path filled 87 percent and held 13 percent. On the 13 percent, separate provisional lists of OBC and unreserved candidates were made, so a letter could follow a verdict. A name on the hold list is not an appointment letter.

This path is not eight years old. The circular is from 2022. That is why the Indore line of 4.87 lakh posts, built on eight years, does not sit on this formula. Reports counted affected posts at about ten thousand. That is a newspaper estimate, not a commission table.

Data poster for 27 percent in Madhya Pradesh. From 14 to 27, 87:13 hold.
From 14 to 27 in 2019. Appointments on 87, hold on 13.

What the court did

On 19 February 2026 the Supreme Court sent the petitions on the rise from 14 to 27 back to the Madhya Pradesh High Court. It gave no opinion on the merits. It gave no opinion on the interim arrangement. It spoke of a hearing within three months. That return is not an order putting 27 into force.

A Bhaskar report of 6 August 2026 said the Jabalpur special bench heard the final arguments on 27 percent and reserved judgment. A reserved judgment is not a delivered judgment. Newspapers did not agree on the January 2025 hearing. One report said 87:13 was allowed to continue as an interim path. Another headline said the formula was rejected. Two headlines are not one order.

51 percent is not the census

The state told the court that the OBC population is above 51 percent. That is an affidavit and a 2022 report. Not a printed number from a new census. In the 2011 census, Scheduled Castes in Madhya Pradesh were 15.6 percent and Scheduled Tribes 21.1 percent. A clean OBC percent was not printed in 2011, because the caste data could not be read.

Adding 14 and 27 on paper goes past 50. That is addition. Not a court order. The 50 percent ceiling is a separate question. The national demand for a separate OBC column in the census is also separate. Madhya Pradesh recruitment will not move because of that march.

Who said what

On 22 September 2026 Rahul Gandhi wrote to Mohan Yadav. He asked for appointments on the held posts. He mentioned the Chhatron Ki Goonj programme in Indore. The letter is a demand, not a recruitment-board order. 4.87 lakh was not in the reports of that letter.

On 24 September Vishwas Sarang said the government is committed to giving 27 percent. That is a news report. The letter for a held post does not come out of this statement. The letter is there when the department uploads an order and it shows on the roll number.

For the person with a roll number

A name on the 87 percent list can already have a letter. A name on the 13 percent hold gets a letter after the verdict and a department order. Do not treat the two as one letter. If WhatsApp says 27 applies from today, do not take it as the gazette.

Pages in the same line: is 27 percent in force, what the 87:13 formula is, the hold result, when the appointment letter comes and the separate census column.

The numbers here are the numbers in the reports. From 14 to 27. Circular of 29 September 2022. Supreme Court on 19 February 2026. Verdict reserved in the report of 6 August 2026. SC 15.6 and ST 21.1 in 2011. 51 percent is an affidavit. 4.87 lakh rested on an eight-year claim.

A simple example

Say a recruitment has 100 posts. On the 87:13 path, a list can come out for 87 posts. The other 13 stay on hold. On those 13, names of OBC and unreserved candidates can both sit on a provisional list. Provisional means a temporary list. After a verdict, the department sees who gets the letter. A name on the 87 can already have a letter. A name on the 13 is a wait. The two lists are not one.

The census column is separate from this recruitment. Across the country people want a separate OBC column on the form, so the population number comes out clean. The 27 percent fight in Madhya Pradesh is about the job notice and the court. A column being added will not automatically release the letter for a held post. The letter comes on the portal, against the roll number.

Do not mix the creamy layer in here either. The creamy layer is an income limit. The 8 lakh story is another page. The 27 percent notice does not end the creamy layer. Whether a name is on the list is checked against the state OBC list and the creamy layer.

Advice:

The plain point is this. The 27 percent OBC notice in Madhya Pradesh is from 2019, but recruitment is still on 87:13. Appointments moved on 87, 13 is on hold. Hold is not cancellation, and 27 on every post is not a final yes either. Match the roll number on mppsc.mp.gov.in or the department site, in the exam you sat. The 87 percent letter is not the 13 percent letter. Do not take 51 percent or 4.87 lakh as a census figure. A WhatsApp date is not an order.
