The 14 objections by Sukhbir Singh Sandhu and Vivek Joshi became public language on 23 September 2026 through an Indian Express investigation. Two election commissioners recorded at least 14 file objections in ten months, four on a single day, saying decisions went out without their knowledge. That is not a resignation. The Commission called draft-stage questions normal administration.
The three-member table
The Commission is Gyanesh Kumar plus Sandhu and Joshi. The law says procedure and division of work are settled by unanimous decision. The report said the national SIR was under all three, yet orders still went without their knowledge. It also said the first meeting in four months was on 9 September 2026. Sandhu and Joshi had not spoken publicly when the story ran.
The Form 6 point
Form 6 was changed to ask whether the applicant or their parents or grandparents exist on the last SIR roll. The form would not proceed without an answer. In May, Joshi warned on file that the form could not be changed this way without amending the rules. Sandhu agreed. The change happened anyway. On 13 August Sandhu called it unauthorised and illegal and said it must be removed. Section 28 of the 1950 Act leaves electoral-form rules to the Union government.
Database and appeals
Objections also covered registration, deletion, restoration, appeals and roll software. Joshi flagged gradual centralisation of the roll database and sought an audit. The Commission has denied manipulation. The opposition calls the file notes internal proof. No court has ruled on the report.
