If Madhya Pradesh counts OBC at 27 percent, the sum on paper crosses the general 50 percent ceiling. SC is 16, ST is 20. Add 27 to 16 and 20, and it is 63. Add the EWS 10, and it is 73. That is a sum. Not a verdict. Indra Sawhney, 1992, set a general ceiling of 50, and also left a narrow door for extraordinary circumstances. The Madhya Pradesh case is stuck at that door. OBC means Other Backward Classes.
51 percent is an affidavit, not a census table. Do not write 73 as a judgment.
How the sum was made
In 2019 the state raised the OBC quota from 14 to 27. The old 14 was inside the ceiling. At 27, total reservation went past 50. The state put a population claim in an affidavit. 51 percent is the figure in that affidavit. There is no separate OBC column in the census, so there is no final population number. A column being added will not settle this case by itself.
The EWS 10 is not OBC. 63 and 73 are two sums. 63 is SC, ST and OBC at 27. 73 adds EWS. The court has not written 73 as the total reservation verdict. The sum is on paper.
The door at 50
The general ceiling in Indra Sawhney is 50. Going above it needs special circumstances to be shown. The state says the circumstances are there. The petition says the ceiling is broken. On 19 February 2026 the Supreme Court sent the case back to the High Court. On 6 August 2026 Dainik Bhaskar wrote that the verdict was reserved. Reserved is not a win or a loss. The order is not printed. Do not write reserved as 73 in force.
Recruitment is on 87:13. 87 percent of posts moving, the extra quota on hold at 13. The circular is reported as 29 September 2022. The ceiling case does not open the hold. The hold is not cancelled either.
Who said what
On 22 September 2026 Rahul Gandhi wrote to Mohan Yadav. The demand was to implement 27 and to give letters on the 13 hold. A demand, not an order. 4.87 lakh was not in that letter. On 24 September Vishwas Sarang said the government is committed to giving 27. That is a statement. Being committed is not 27 on every advertisement. The line that Kamal Nath stopped it is a charge. The 2019 notice is not cancelled by a charge.
70 percent is the Hazaribagh morcha’s claim. 51 is the affidavit. Neither is a census. Do not make the two one number.
A simple example
There are 100 posts. Write 27 OBC on paper, and with SC 16 and ST 20 it becomes 63. EWS 10 is a separate column. The sum can show 73. In recruitment, 87 is moving and 13 is on hold. If your roll is on the 13, this ceiling article will not give a letter. If the portal says hold, take hold. If the PDF says 14, that recruitment is running at 14.

The department issues the joining letter. A picture of 73 is not a joining. A march in yellow scarves does not open this case. A group admin’s message is not a court order. A forward’s date is not the notice date. Check the portal. Keep the PDF. Keep the counter slip only if the year is written on it.
The two sums are separate
The sum of 63 is SC, ST and OBC at 27. The sum of 73 adds the EWS 10 to that. EWS is a separate column. Not the OBC column. Even if both sums land on one poster, they are two lines. 51 is a third line. That is the affidavit figure. 70 is a fourth line. That is the morcha’s claim. Four numbers are four papers. Do not fold them into one sentence.
Looking past the ceiling is not a letter arriving. In 100 posts, 87 moving and 13 on hold, that is the recruitment path. This ceiling article does not change that split. A hold result and a final merit list are not one. A name can be on the merit list and the 13 line can still be on hold. Treat the hold as lifted only when the notice arrives as a PDF on the site. The Centre’s 27 and the state’s 27 are not one rule.

Check the state list for whether the name is on the OBC list. If a rate for a reward or a letter comes, do not send money. Keep the order copy and the roll-number slip in one envelope.
